This Ministry is responsible for the development and implementation of action plans in the areas of the Arts, Culture and Sports.

Activities/Responsibilities of the Division

  • Provide financial administration and control of the Department’s Budget in accordance with the Financial Regulations.
  • Coordinate the preparation of estimates of the annual Capital and Recurrent Budget of all the divisions of the Department.
  • Responsible for personnel administration and HR development of the Department.
  • Liaise with the Ministries responsible for Employment, Manpower Development and Public Administration to implement government policy on employment within the Department.
  • Provide support and advice to technical staff and managers on all aspects of Human Resources Management and Financial Accounting.
  • Advising on the means of improving productivity and the cost-effective use of Human Resources.
  • Ensuring that the Department meets its social and legal obligations/responsibilities towards its employees with particular regard to the conditions of employment and the quality of working life provided for them.
  • Providing support services to all the Division of the Ministry such as assisting with organisation design, preparing demand and supply forecasts for future manpower requirements, etc in order to ensure organizational effectiveness.

Activities/Responsibilities of the Division

  • Responsible for cultural policy formulation and corresponding planning and development of strategies, action plans and projects to safeguard the Seychellois National Heritage and promulgate the Seychellois Kreol identity through its values, traditions and national languages.
  • Providing opportunities for study, research and appreciation and creation of awareness through various programmes, with the aim of sensitizing the general public on the need to preserve our unique environment and historical heritage.
  • Responsible for the acquisition, preservation, exhibition and historical and natural artifacts and associated information for public viewing.
  • Responsible for the acquisition and preservation of the archival resources of Seychelles and to make them available for research purposes.
  • To provide lifetime, vocational training in the arts and to serve as a resource centre for the arts in terms of information, professional and educational expertise.
  • To provide public services for the educational and informational needs of all individuals as well as providing national services for standardization and bibliographic control of the country’s literature for posterity.

International Cooperation Unit

The Unit is responsible for the overall matters involving the Ministry at regional and international level.

Mission Statement

  • To organize, monitor and ensure efficient implementation of exchange program, technical assistance, offer of equipment and / or infrastructure agreed between the Ministry and other countries / regional and international organizations.
  • Provide support and advise to technical staff and managers on all aspects of Human Resources Management and Financial Accounting.
  • Advising on the means of improving productivity and the cost-effective use of Human Resources.
  • Ensuring that the Ministry meets its social and legal obligations / responsibilities towards its employees with particular regard to the conditions of employment and the quality of working life provided for them

  • To undertake research on cultural tendencies and oral traditions and being responsible for the preservation of National Monuments, artifacts and other assets of National Anthropological and Archaeological value.
  • To continue towards the development of an integrated cultural tourism, marketing Seychellois culture and service according to international standards and success.
  • To promote the “Traditional Village” as a showcase of the kreol way of life through its architecture, arts culture and kreol culture.
  • To study the evolution of kreol languages and to promote the Seychellois kreol language.
  • Responsible for the proper administration of copyright and related rights so as to safeguard and protect local cultural and artistic interests.
  • Responsible for the conceptualization, orchestration, overseeing and coordination of all major events and festivities on the Ministry’s calendar of cultural activities e.g. the Kreol Festival, the ‘Fet Afrik’, the Semaine de la Francophonie, etc.
  • To promote all art work, design, décor, publicity and printing materials required by the Ministry or other partner organizations or individual artists for cultural and artistic projects/activities.

Activities/Responsibilities of the Division

  • Provide advice to the Ministry and other entities on policy issues affecting the development of sports and its charter.
  • Explore avenues to diversify and increase sports resource base.
  • Development sports information technology, research and management capabilities to enhance our responsibilities in the national development and support of sports.
  • Improve the internal effectiveness and efficiency of the Division by increasing its responsiveness to customers’ needs and stakeholders’ requirements.
  • Encourage more people to play sports and engage themselves in recreational activities through the implementation of all the sports elements in Seychelles.
  • Promote ongoing improvement and raise the international sporting performance and profile through the development of relationship with other countries and international organisations.
  • Design programmes which ensure appropriate structure, provide opportunities and service to support national participation and increase participation level.
  • Keep abreast with international development and identify trends, which impact upon the effectiveness of our strategies and their delivery.
  • Achieve a higher level of awareness of the benefits of participation in sports and physical activity by promoting Fitness Seychelles 2000.
  • Develop a plan on the nature and scope of policies and programme, which would ensure a long-term sustainability of sports development in Seychelles.

Activities/Responsibilities of the Division

  • Provide high quality national integrated support programme for coaches, trainers, administrators, sports personnel, volunteers and organisation.
  • Provide national leadership and direction to enhance the management capabilities of sports delivery systems.
  • Provide more personal, educational and vocational development opportunities for elite athletes through the Athlete Career and Education national network.
  • Develop and implement programmes to recognize, accredit and develop sports coaches, referees and officials essential to the conduct and development of sports.
